Carbon and environmental declarations
Carbon documents for any manufacturer
Your EU customer asks for a product carbon footprint. A buyer's questionnaire asks for your emissions. An importer asks for verified CBAM data. These are three different documents with three different rules, and the same discipline behind them: sources for every input, an assumptions register, a calculation you can hand to a verifier. We prepare them from your data for manufacturers in Türkiye and in other non-EU countries that sell into the European Union.
What we prepare
Product carbon footprint (ISO 14067)
A cradle-to-gate study for any manufactured product: metal, plastic or textile parts, building products, packaging, machinery components. Not an EPD; the document your customer's buyer or sustainability team asks for.MoreLess
We build the inventory from your documents: bills of material, energy and fuel invoices, transport, waste; published background datasets for upstream materials; location-based electricity, and market-based where certificates exist. The study report follows ISO 14067 with a sensitivity analysis and an assumptions register; an optional critical review can be arranged. The study makes no comparative assertions. Typical time three to six weeks once the data are in.
EPD preparation
For any product group with a published PCR: the LCA to the product category rules (EN 15804+A2 for construction products), the LCA report for the verifier, the EPD document, the verification rounds and registration with the programme operator.MoreLess
Environmental Product Declarations are published by a programme operator after independent third-party verification. We prepare everything up to that point and manage the rounds with the verifier; operator and verifier fees are contracted and paid by you. Registration can be made with the International EPD System through EPD Türkiye, or with EPD Hub. Typical time eight to fourteen weeks: LCA four to eight, verification two to four, publication one.
CBAM installation emissions report
For iron and steel, aluminium, cement and fertiliser installations exporting to the EU: the monitoring plan and the operator's emissions report in English, prepared for verification and for your importer.MoreLess
We define the installation boundary and production processes, the CN codes and the precursors; write the monitoring plan (Implementing Regulation (EU) 2025/2547, Article 5(6)) and the annual operator's emissions report in the Commission's template (Article 10(4)), both in English; request precursor data from your suppliers; prepare the evidence file and support you during the verifier's questions and site visit; and hand the data package to your importer. Verification itself is done by an accredited verifier contracted by you. First-year preparation takes four to eight weeks, depending on when the data arrive.
CBAM
Regulated goods: iron and steel, aluminium, cement, fertilisers
The Carbon Border Adjustment Mechanism applies to the goods listed in Annex I of Regulation (EU) 2023/956. For goods imported from 1 January 2026 the EU importer surrenders CBAM certificates for their embedded emissions; without verified actual values it uses the EU default value for the country of origin plus a mark-up of 10 % in 2026, 20 % in 2027 and 30 % from 2028 (1 % for fertilisers). Verified actual values come from the installation's own emissions report, which is what we prepare.
- Downstream producers are in scope too. Fasteners, wire, tubes, profiles, structural steel, aluminium frames and parts: most of the embedded emissions come from the purchased precursor (wire rod, coil, billet). The work is to obtain the precursor's specific embedded emissions from the supplier's installation report, calculate the plant's own direct emissions within the CBAM system boundary, and place the result next to the default value for your CN code. We do not promise that actual values will be lower than default values.
- Installations in Türkiye and in other non-EU countries exporting to the EU. The method is the same everywhere; the country row of the default values and the electricity factors change.
- Timeline. The 2026 data set closes in January 2027; the report is prepared January to June 2027; verification in July; importers are expected to ask for the verified report by mid-August 2027 (Commission guidance, not a legal deadline); the first CBAM declaration is due 30 September 2027 (Article 6(1) of Regulation 2023/956 as amended by 2025/2083); certificate sales start on 1 February 2027.
- Small volumes. Importers whose CBAM goods do not exceed 50 tonnes of net mass a year, all CN codes combined, are exempt; the threshold applies per importer, not per supplier.
- Türkiye ETS. For installations in the Türkiye ETS pilot, we align the CBAM monitoring plan with the national monitoring methodology plan.
- What we do not do. We do not verify: CBAM verification is done by a verifier accredited by an EU national accreditation body, who must be independent of the preparer, so we do not appoint the verifier. We do not trade CBAM certificates, file customs declarations or act as declarant.
CBAM pre-assessment
In one short report we show where the products you sell to the EU stand under the Carbon Border Adjustment Mechanism, how your EU buyer's cost is calculated with default values, and where your data stands today for reporting actual values. We collect the information through a short form and a round of written questions. The report sets out, step by step, what needs to be done before August 2027 and gives the source of every figure. It is not an emissions report: verified data requires an installation emissions report, which is a separate assignment. Cost figures are estimates; certificate prices and EU rules may change. It is not customs or legal advice; the CN code is your declaration, we only show where it stands in the CBAM list. The pre-assessment has a fixed fee, which is credited against an installation emissions report ordered within 60 days of delivery.
Which one do you need?
Three documents, three different questions
"Our EU customer asks for the carbon footprint of the product we supply."
A product carbon footprint to ISO 14067, cradle to gate, in your customer's format. If the customer asks for an EPD, that is the next step, with verification and a programme operator.
"Our importer asks for verified CBAM data."
An installation emissions report with a monitoring plan, prepared for verification. Only for the goods in the CBAM list; for everything else the importer has nothing to declare.
"A tender or a buyer's questionnaire asks for an EPD."
EPD preparation to EN 15804+A2 and the product category rules, published by the programme operator after third-party verification.
Supplier data pack. Your product carbon footprint transferred into the buyer's questionnaire (CDP supply chain, EcoVadis, customer template), with the sources attached.

Process
How we work
Prepared and signed by Axosfer and issued to the Axosfer report standard: sources for every input, an assumptions register, a QR code for verification of the document. The engineer named in the proposal checks the calculation, approves the method choices and signs the report's technical review section.
Scope
Which plant, which products or CN codes, which document the buyer or the regulation requires; confirmed by email.
Data
A data form in English or Turkish, filled in by your plant team with our questions; invoices, meter readings and bills of material rather than estimates. Where a figure can only be read on site, your team reads it with our checklist.
Calculation
Inventory, grid electricity factors, background datasets; every input with its source, every assumption in the register.
Report
The report to the Axosfer report standard, with a QR verification page; the data package for your buyer or verifier.
Verification support
Answers to the verifier's questions and support during the site visit, where the document requires verification. The verifier is contracted by you.
FAQ
Frequently asked questions
Do you work only with iron and steel, aluminium, cement and fertilisers?
No. Those four groups are the goods covered by the CBAM regulation, so only they need a CBAM installation emissions report. Product carbon footprints, EPDs and supplier data packs are prepared for any manufactured product.
Is a product carbon footprint the same as an EPD?
No. A product carbon footprint to ISO 14067 is a study report you can hand to a customer. An EPD is a declaration to ISO 14025 and a product category rule (EN 15804+A2 for construction products), verified by a third party and published by a programme operator. Most buyers start with the footprint; tenders in construction usually require the EPD.
Who verifies?
For CBAM, a verifier accredited by an EU national accreditation body; for EPDs, a verifier approved by the programme operator. The preparer and the verifier must be independent, so we do not appoint the verifier; we prepare the file and answer the verifier's questions.
Will our actual CBAM value be lower than the default value?
The calculation shows it; we do not promise an outcome. Where the precursor data from your supplier are missing, the default value for the precursor applies, and the report says so.
Our plant is not in Türkiye. Can you still prepare the CBAM report?
Yes, for installations in other non-EU countries exporting to the EU. The method is the same; the default values and the electricity factors of your country are used. The monitoring plan and the operator's emissions report are in English, as the regulation requires; we can work from source documents in English, Turkish or French.
Who prepares and signs the report?
Axosfer prepares and signs the report. The engineer who checks the calculation and signs the report's technical review section is named in the proposal, together with their discipline.
